Political status

Evenkiya National Emblem Evenkiya (Evenkiya Autonomous County, EAC) is an autonomous county within the Krasnoyarsk territory of the Russian Federation founded on December 15, 1930. Despite the fact that the county's territory has been included into the Krasnoyarsk region structure according to the Russian Federation constitution, the county has been the rightful subject of the Russian Federation only since March 31, 1992. Evenkiya's government management structure doesn't differ from that of any other subject of the Russian Federation. The legislative authority is represented by Suglan - legislative assembly composed of 23 deputies each representing interests of area's population and getting re-elected every five years by single-round magority electoral system. Th assembly handles county-size affairs from nature usage to taxation matters. Suglan is headed by A. A. Amosov, original evenk. The deputy head is Vladimir Timofeevich Odnolko.

Anatolyi Egorovich Amosov was born on March 13, 1957. Graduated from Sverdlovsk Institute of National Economy. From 1978 to 1990 he was involved into Komsomol and Party work. Since 1990 he had been holding the positions of the Executive Committee of the City first deputy chairman and the head of the administration. A.E.Amosov was chsen to be the chairman of Legislative Suglan in 1996 and then in 2001. His term of office expires in 2006.

Speaking of public political movements and parties, one should particularly note "Arun" - the Association of Low-Numbered Nations of Evenkiya. Besides, the well-known Russia-wide political movements like "Russia is our home", Russian Federation communist party, social and democratic party and so on take their action and effect here as well. However, their activity is not of much vigour here compared to Moscow. They don't even have representatives in Suglan. It can easily be stated that all the political movements here are in the state of infantility, and the very fact is explained by relative isolation and remoteness from the rest of Russia.

The executive power is a part of EAC administration. During the elections of the head of Evenkiya administration in 1997 the flawless vistory belonged to A. A. Bokovikov, the former chairman of Suglan. In 1998, the administration head had gained the new title of a governor. Governor's activity period is 4 years.

Governor B.N.Zolotarev On April 8, 2001 for the position of the governor was elected Boris Nikolayavich Zolotarev whose term of office expires in 2006.

Boris Nikolayevich Zolotarev was born on March 13, 1953. He graduated from Moscow Institute of Radio-Electronic Engineering, Higher Economic Courses attached to Gosplan USSR, Fiinancial Institute. B.N.Zolotarev worked as a deputy director of scientific-production association "Quantium", was an employee at the bank "Menatep". Since 1998 and till being elected as the governor of Evenkiya Autonomous Country B.N.Zolotarev was heading the board of directors on the development of the oil company "UKOS".

Evenkiya Autnonomous County is historically split into three administrative regions: Illimpesky with the center in Tura, Baikitsky with Baikit as the center, and Tunguso-Tchunsky with the center in Vanavar. Each region features respective regional administration and the authority representative. Thereto, each of 27 populated county points is moderated by the local autonomy in accordance with the feredral legal system.

On November 1, 1997, the Agreement on distinction of authorities between the federal authorities, the Krasnoyarsk territory, Taimyr and the Evenkiya autonomous county was delivevered to life. According to the agreement, EAC has been administratively incorporated into the structure of the Krasnoyarsk territory yet it retains the independance in matters of finance, executive and legislative authorities. Natural resources remain under the joint jurisdiction with the Russian Federation. The relationships between the Evenkiya autonomous county and the Krasnoyarsk territory might be driven by certain two-side agreements, signed by gorvernors and acknowledged by the Legislative assemblies. Managing the county on behalf of the head of the exectutive authority carries out a purpositive job of establishing favourable conditions targeted at drawing investments for mutually profitable utilization of tremendous natural wealth of Evenkiya. For instance, the last session introduced the law on peculiarities of Evenkiya autnomous county taxation system. Presented there were privileges to establishments, registered on the territory of Evenkiya. The act introduces the partial cancellation of taxes being rendered into the local and county budgets. This is the way the free economical zone draws the attention of potential investors.
